Paypal Send Payment Options

Have you noticed that there is two tabs now in your Paypal Send Payment options? I was told that if I want to be able to send money without incurring any fees on the recipient’s behalf, I should use the Personal Payments tab. Otherwise, if it’s eBay payments or anything online shopping related, I should use the other tab.

Have you noticed this? Used this?

    I have not sent payments using these tabs. When I shop online, I will just hit the PayPal check out then log on to my account. Then the amount will be deducted from me.
    I received payments which had incurred me some some fees. Maybe the sender used the Online Purchases Tab :( .
